Current Board of Directors:

Jill Attwood, CISEC #0654, CAN-CISEC #0009:

I am a Terrrestiral Ecologist with 17 years experience.   I have worked for provincial level government
(Ministry of Natural Resources and Forestry) and then in private consulting.  I have worked across central, northern and western Canada in many sectors  including hydro power, oil and gas, infrastructure development, commercial and residential development and in First Nation communities.  I have been working directly with the construction industry for over 10 years and have been heavily  involved in erosion and sediment control issues within each of the sectors listed above during the construction process.  This resulted in a desire to work with local to federal level agencies to help bring awareness and promote effective ESC in the construction industry in Ontario and Canada.

John Balobeck, CISEC #0200:

Mr. Balobeck is a nationally experienced project manager with a diverse education and empirical background in the construction industry. He has more than 17 years exposure to many sections of the construction and environmental industries including regional management of environmental and health & safety programs, regulatory affairs, Brownfield projects, soil and groundwater remediation, environmental permitting, site inspection and compliance auditing. Sharp project managerial skills have been utilized at construction sites through creating and implementing new regulatory construction programs, as well as managing the finances and people pertinent to the projects.  He is currently the Managing Director of the Bay Area for NES, Inc.

Josh Downey, CISEC #0031:

Josh Downey founded CMS Environmental Solutions; which is a full service stormwater compliance consulting company, in 2009. CMS currently operates in 5 states across the US.
Josh graduated from the University of Denver where he received a BS in Environmental Science and a BA in Philosophy with a minor in Political Science. He went on to get a Master’s degree in Real Estate Development and Construction Management. He was able to apply this educational background at Douglas County where he helped them streamline their Phase II MS4 stormwater program. After a few years at the County he was recruited by Richmond American Homes to help them develop and implement a successful stormwater compliance program while negotiating through their consent decree with the EPA.
He took the experience of working as both a permitor and permittee to develop a consulting firm that would help all parties achieve their permit compliance goals. Josh has always advocated for a collaborative process towards compliance keeping our nation’s waterways swimmable and fishable.

Tina R. Evans, P.E., CISEC #0095:

Tina R. Evans has a degree in Civil and Mechanical Engineering from Colorado School of Mines and has worked since 1999 at Hydrodynamics, Inc. She conducts research for expert testimony, SWPPP development, completes construction site inspections, assists with drainage assessments, develops sediment and erosion control drawings for contractors, coordinates activities associated with sediment and erosion control, analyzes drainage problems for homeowners, and teaches about controlling sediment and erosion on construction sites. She has been a registered Professional Engineer in the state of Colorado since 2005 and is a CISEC.

Ken Kristoffersen, CISEC #0507:

Founded CAL-Storm Compliance in early 2010 to provide stormwater compliance services under the 2009 California CGP. Services provided are: QSD-SWPPP Development (over 100 per-year), QSP-Site Inspection Services (currently 55 contracts), Stormwater Compliance Training & Development Services (monthly QSP/QSD/CISEC/PDH Classes). Additional services include SMARTS Permit Filing Assistance, e.g. NOI, ad Hoc, Quarterly, Annual Reports, and NOT, as well as NOV, Notice of Violation resolution services with State & Local Agencies.
Current clients consist of contractors, developers, architects, civil engineers, Cities, Counties and the State of California. SWPPPs for Arizona and Nevada are also part of our services.
Clear Water Service, 2002 to 2010:  Founding Partner and VP, built the company from the ground up with services including SWPPP Development, Inspections, Compliance Training and BMP Installation.
General Physics, 1997 to 2002:  Director of Business Development, Western US. Developed technical training and engineering (environmental) solutions across 8 market sectors. Lean, TPM, PSM, RMP, etc.

Yolanda Leal, CISEC #0449:

Yolanda Leal, Storm Water Pollution Prevention Specialist, has been working in the field of Storm Water Compliance since September 2003 and is experienced in project management, program auditing, Storm Water Pollution Prevention Plan (SWPPP) development, site inspections, and storm water sampling for both the State Construction General Permit as well as the State Industrial Waste Discharge permit. A specialist in erosion and sediment control, Ms. Leal has extensive experience minimizing pollutant discharges from construction and industrial sites. Ms. Leal’s efforts are supported by California State Water Resources Control Board as a Qualified SWPPP Developer and Practitioner; EnviroCert International as a Certified Professional in Erosion and Sediment Control; and CISEC, Inc. as a Certified Inspector of Sediment and Erosion Control. Ms. Leal has also been an approved instructor in the CISEC program for the last 3 years. 

Zackary Martin, M. A. Geo, CPESC, CISEC #0201:

Zackary Martin has worked since 1993 in the Stormwater/Environmental field. He has experience with environmental programs that involve NEPA, NPDES, RCRA and CERCLA in Private industry and Governmental entities (city, county and state). Zac is also a Certified Professional of Erosion and Sediment Control (CPESC) as well as CISEC teacher. He has also been teaching classes at local colleges and universities that focus primarily on environmental issues, for the last 6 years. He has a Bachelors degree in Environmental Resources and a Masters degree in Land/Area Development and Management and he is currently working on his PhD, with his research focused on Water Quality in the South Texas Region.

Calvin Palmer, CISEC #0439:

After spending time in the US Army working with high altitude sensors, I started in construction in the mid 1970’s.  Becoming a Construction Superintendent in 1982.  I have worked on projects as small as one million dollars and as large as one billion dollars.  I have worked with NPDES requirements since they were instituted.
My career has taken me to 3 countries and more than 20 states.  I am married with 4 children and 7 grandchildren.  We enjoy traveling, fly-fishing and visiting grandchildren.  I am active in my church and volunteer with an organization helping single mothers and fathers establish themselves in society.

Brock Peters, CISEC #0026:

Brock Peters, CISEC, is a past erosion and sediment control contractor and currently a consultant with over 35 years of progressive accomplishments in the construction industry.  He is serving his second term as Administrative Vice President on the Board of Directors of the International Erosion Control Association, previously serving two terms on the Board of the IECA Great Rivers Chapter. During his career he has served on numerous Boards including state and local homebuilders associations, as well as serving on the Environmental Issues Committee for the National Association of Homebuilders. Brock’s wife Chris, and grown daughters Cara and Bailee, are supportive of Brock’s diverse representation in both the stormwater and construction industries. When Brock is not “chasing” these passions he enjoys the serenity of the great outdoors at his cabin on the Platte River.


Past Directors:

Carlo Turchiano, CISEC #0009 (Beginning - September 2012):

Carlo Turchiano has a B.S. in Criminal Justice and Criminology and has worked for the past eleven years in Douglas County, Colorado developing and implementing the county’s Drainage, Erosion and Sediment Control Program (DESC). He works with builders, erosion control contractors, and distributors on pilot programs to not only examine a products performance, but the cost and maintenance as well. He has been: Vice President of IECA, Mountain States Chapter and has partnered with the Home Builders Association (HBA) of Metro Denver’s Storm Water Task Force. Carlo became a CISEC Board Member on October 30, 2005 and resigned on October 31, 2012. Carlo remains active with CISEC by heading up the Examination Review Committee.

Joe Crea, CPESC, CPSWQ, CISEC #0007 (Beginning - December 2013):

Joe Crea has 20 years of experience related to water resources specializing in Erosion and Sediment Control with working experience in 13 states. He served for approximately 8 years as a regulator with New Jersey and Pennsylvania Conservation Districts. While in consulting, Joe worked throughout the States of California and Colorado for public and private sectors that included state DOT's, Phase II-MS-4, residential, commercial, power plant, and the oil and gas industries. From 2005-2007, Joe served as the National Stormwater Compliance Director for a major home builder amidst an EPA mandated Consent Decree. Over the past couple of years, Joe returned to PA and has been working in the Marcellus Shale Play serving as an E&SC Compliance Specialist. Throughout his career, Joe has also taught over 300 training events. His professional certifications include: Certified Inspector in Sediment and Erosion Control (CISEC), Certified Professional in Erosion and Sediment Control (CPESC), Certified Professional in Storm Water Quality (CPSWQ), and California Qualified Storm Water Developer and Practitioner (QSD/QSP). Joe is a 1994 graduate of Delaware Valley College where he majored in Soil Science.

Paul Taylor, P.E., CISEC #0008:

Paul Taylor is a Professional Engineer with a B.S. in Civil and Environmental Engineering, has belonged to various organizations such as: ASCE, ACI, APWA, WEAU, UCEA and CISEC. He currently serves on two Utah chapters of APWA and is on the Board of Directors for CISEC, Inc. Recognized as one of the top authorities on EPA Stormwater Quality Regulations in the Intermountain West, he has spoken at numerous local and national conferences. He views his involvement with CISEC, Inc. as a means to aid contractors and MS4s in meeting the intent and requirements of the Clean Water Act as well as seeing it fill a void in education and training on the EPA’s NPDES construction site programs.

Jerald Fifield, Ph.D., CPESC, CISEC #0006 (Past President 2014-Beginning -2014):

Jerald S. Fifield has his doctorate degree in engineering, is a world-renowned expert in this field, has authored numerous professional papers, researched sediment and erosion control products, and written a sediment and erosion control manual for designers as well as a field manual for inspectors and contractors. He is a past Board member of the International Erosion Control Association (IECA) and is active throughout the nation consulting on, or teaching about, sediment and erosion control issues. Dr. Fifield is a registered professional hydrologist, Certified Professional in Erosion and Sediment Control (CPESC), and CISEC.

Jeanne Duarte, CPESC, CISEC #0160:

Jeanne Duarte is President and co-founder of Storm Water Resources, has a major in biology, working on B.S. in Organizational Leadership. Her experience included two years as the Stormwater Inspector for The Newhall Land and Farming Company managing environmental compliance on construction sites and ten years with the City of Santa Clarita. Other accomplishments in this area include participating in the development of the Los Angeles County NPDES permit in 1996, the development and successful implementation of the City of Santa Clarita's first Storm Water Program and was instrumental in the formation of the City's Storm Water Utility Enterprise Fund, created to meet the financial needs of the storm water requirements placed upon the city.

Marc Mastronardi, P.E., CPESC, CPSWQ, CISEC #0259:

Marc Mastronardi is the Georgia Department of Transportation's State Construction Engineer. His relevant background includes stakeholder input/development for two cycles of Georgia's State issued Construction General Permits, State Water Buffer exemptions, The Georgia Soil and Water Conservation Commission's Erosion Control Design Manual and Georgia DOT's Ms4 permit. He has developed numerous specifications, contract documents and construction details at Georgia DOT in support of stormwater compliance. Marc has provided training throughout Georgia in support of their State certification requirements. Marc has a degree in Civil Engineering Technology under the State University of New York and is a registered Professional Engineer in New York and Georgia. In addition Marc is a Certified Inspector of Sediment and Erosion Control (CISEC), both a Certified Professional in Erosion and Sediment Control (CPESC) and Storm Water Control (CPSWQ).

Mike Alberson, CISEC #0405:

I have multi-disciplinary experience in areas of water and air quality management.. With over 40 years of environmental experience including five years working for the County of San Diego Air Pollution Control District.  I am considered an expert in stormwater management and erosion control issues and provides training on stormwater and water quality regulations, erosion and sediment control practices, hydrology, Best Management Practices (BMPs), MS4s and Clean Water Act (CWA) to construction, developers, municipalities, engineers. I am a Trainer of Record (TOR) for the General Construction Permit and Industrial General Permit in California. I also hold the following certifications: CPESC, CPSWQ,CMS4S, CESSWI, CISEC, QSP, QSD, QISP, VEE.  I have worked in 22 states on all types of project including roads, bridges, housing, drilling, pipe lines, industrial, recycling, military, governmental, fire restoration, and more.  I have been teaching the CISEC program since 2009 and now want to help the program grow into other area.
